How to prepare for terrorist attacks (Redcross)
Terrorist attacks happen without warning. If you’re particularly concerned about the threat of a terrorist attack, keep an eye on the government warnings.
Be prepared for terrorism
Above all, be vigilant. Terrorist attacks usually happen in public places. Keep an eye out for suspicious behaviour, vehicles or packages. If you have any fears or suspicions whatsoever, inform the police straight away if possible. You can call the Police Anti-Terrorism Hotline on 0800 789 321.
In buildings and on transport, make yourself aware of the emergency exits.
During an incident
During an incident, look for the safest way out of the building or away from the vicinity if outdoors – and leave as quickly and calmly as possible. If items are falling from above – get under a sturdy table. If you’re trapped in debris, stay close to a wall and tap on pipes so that rescuers can hear you. Don’t use matches or lighters in case of gas leaks.
When there is fire following an incident, stay as low to the floor as you can and exit as quickly as possible. Cover your nose and mouth with a wet cloth. If a door is hot to the touch, don’t open it. Try to stay below the smoke at all times.
If there is an explosion outside your building, stay inside away from windows, lifts and outside doors, in case there is another bomb in the area. If you saw the explosion, or any suspicious behaviour, tell the police what you saw.
In the immediate aftermath of a terrorist incident, help others if you are able to administer first aid. Volunteer any information you think may be at all helpful to the police, describing what you saw.

Complain about noise to the council
You can ask your local council for help if the neighbour dispute involves an activity that is damaging to health or a nuisance. This is known as a ‘statutory nuisance’.

Examples include:
noise (including loud music and barking dogs)
artificial light (except street lamps)
dust, steam, smell or insects from business premises
smoke, fumes or gases
a build-up of rubbish that could harm health

Your local council has a duty to investigate any statutory nuisance.

You should always try and solve the problem by talking to your neighbour or through mediation before contacting the council.

Penalties

If the council decides someone is causing a statutory noise nuisance they must issue a ‘noise abatement’ order. This tells the person what they must do to stop making a noise nuisance or else face further legal action.

If someone breaks an abatement order about noise from their home, they can be fined up to £5,000. If it’s noise from a factory or business, the penalty can be up to £20,000.

Call the police
You should call the police  if your neighbour:
is violent, threatening or abusive
is harassing you sexually, or because of your sexuality, religion or ethnic background
is breaching the peace (being disorderly in the street or making a lot of noise)
is breaking the law in any other way - or if you suspect this

念經報復練琴 「非噪音」大鬥法

公職退休的徐姓男子不滿林姓鄰居家人彈鋼琴吵到他,氣得將音響喇叭綁到繩子上,晚上透過浴室公共管線垂降到樓下,播放「南無阿彌陀佛」念佛聲;林家人被嚇到,錄音錄影蒐證,控告徐涉嫌強制罪,檢方偵查時,雙方達成和解,檢方將徐不起訴。

新北市中和區的徐姓男子(六十五歲)在家常聽到樓下林姓鄰居十歲女兒的彈奏鋼琴聲,認為聲音過大又不優美,打擾到他;徐向林婦溝通,對方覺得女兒練琴是在傍晚五、六點,不至於擾人。

徐去年底檢舉鄰居噪音干擾,環保局到場檢測,測得鋼琴聲的分貝值在合理範圍,且並非在深夜,無法開罰;徐竟異想天開,在晚上十點多,將音響與喇叭連接的音源線延長,用繩子綁好喇叭,再從公寓浴室的公共管線空間將綁上喇叭的繩子垂降到三樓。

繩子垂降到樓下時,突然放出「南無阿彌陀佛」聲,林家人在睡夢中聽到浴室傳來念經聲,嚇到醒來,循聲檢查,在浴室發現喇叭,才知是樓上鄰居的惡意報復。

徐從去年底到今年六月,不定期播放數次,除了念經聲,有時內容還會換成尖銳的金屬摩擦聲音,讓林家人不得安寧;林婦忍無可忍,兩次在浴室裡等待,等喇叭垂降到公共管線,立即錄音錄影。

林婦報警提告,警方到場查看,聽到喇叭聲,上樓制止徐;新北地檢署偵訊時,徐承認犯行,表示是樓下的鋼琴聲吵到他,他屢勸不聽才想要報復。

檢方認定,徐是為了反制噪音而發出噪音,尚難認定具有強制主觀犯意;加上林婦蒐證僅有兩次,並非長期,雙方又已達成和解撤告,將徐處分不起訴
