Changhua prosecutors yesterday said they were investigating the death of a high school student who was allegedly physically abused and deliberately starved by his mother at a spiritual retreat held by an unorthodox religious organization.
According to the Apple Daily report, Chan’s mother, surnamed Huang (黃), suspected him of using recreational drugs, and said she brought him to the group’s retreat center in June in an attempt “to get him off drugs.”
Huang allegedly locked Chan in a small room, tied him up with ropes and repeatedly beat him with a rubber hose and bamboo sticks, the media report said, adding that he was fed only small amount of rice porridge and milk every day.
Prosecutors yesterday said that Chan lost consciousness and was taken to a hospital. Footage from the hospital’s surveillance camera showed that Chan looked emaciated.
An autopsy showed no signs of drug use, while forensic doctors cited malnutrition, physical beatings and multiple organ failure as the cause of death, prosecutors said.
Chan’s sister told reporters yesterday that their parents were divorced, and that her mother has been a member of Sun Moon Bright Light Group for many years, becoming increasingly involved in their “unusual” beliefs and practices.
“I know that my brother did not take drugs,” she said. “When I was unable to find him in June, my mother told me at the time not to worry, as she was helping him to get off drugs.”
The Changhua Prosecutors’ Office said it began investigating the case after receiving repeated appeals from Chan family members, who questioned Huang’s claim that her son died of a drug overdose.

slapping a nurse at Linkou Chang Gung Memorial Hospital
Forty-nine year-old Lujhu Township (蘆竹) representative Wang Kui-fen (王貴芬) is in hot water after slapping a nurse at Linkou Chang Gung Memorial Hospital in Linkou (林口), New Taipei City, Taiwan. According to the hospital, the nurse, surnamed Lee (李), was following hospital procedure when she refused to disclose the medical information of Wang's father in a phone conversation with Wang -- which sparked the incident. Wang then slapped Lee twice after she arrived in the hospital. The representative admitted the slaps after she was charged with assault.
Medical personnel in the country have shown their support with a signature drive that condemns violence in hospitals, a common occurrence in Taiwan. The Ministry of Health and Welfare said they are working on draft amendments to the Medical Care Act which would rule violence against medical personnel an indictable offense.
With increasing levels of medical knowledge among ordinary people, and rising consciousness of individual rights, in Taiwan, as in Europe and North America, the doctor-patient relationship has become increasingly specialized and confrontational. There have also been increasing numbers of disputes over medical treatment, with many of them appearing before the courts.

「鄉代王貴芬掌摑案」引發全國譁然，為了保護醫護人員人身與職業安全，立法院社會福利及衛生環境委員會，2日快馬加鞭，火速初審通過「醫療法」修正草案，其中，對執行醫療業務的醫事人員施以強暴、脅迫或恐嚇者，最重將可處5年以下徒刑，但也有聲音認為，修法可能讓弱勢者遭受更大壓迫。
立法院火速初審通過醫療法修正草案，民進黨立委林淑芬認為，新增的罰責不夠嚴謹。她認為，法案通過後，若發生醫療糾紛，弱勢者家屬採取「抬棺抗議」等特殊手段，可能會因此被處以5年以下徒刑，弱勢者恐將遭受更大壓迫，草案周延性仍有問題，反對修法快速通過。田秋堇、陳節如也說，應該先通過醫療糾紛處理法，加強對醫糾事件的病患、家屬保障。
此外，致醫事人員死亡者，將處以無期徒刑或7年以上有期徒刑；致重傷者，處3年以上、10年以下有期徒刑，並新增罰則，針對毀損醫療機構或其他設備，導致危及他人生命、身體或健康者，可處3年以下有期徒刑、拘役或30萬元以下罰金
衛福部醫事司長李偉強指出，沒有將公訴列入修法條款中，「畢竟公訴只是個口語用詞」，而修法已達到非告訴乃論罪的實質效果。
